Maybe prioritise CIOs of spatial organisations such as those represented
at OSDM?

 - List them in the contact sheet
 - Divide and conquer in finding CIO contact details

I had a look at the scrape-able contact addresses and the ones I looked
at were generic contact addresses. I suspect it would be better to
address any CIOs by name.

I'll investigate and try a few when I get home tonight.
