[Foss4g2010] Academic track

Hi all, hi Lorenzo, 

I think 3 are enough to organize the academic track (specially these 3),
i.é prepare the call for papers, invite others for the scientific
committee, run the reviewing process, try to find a publisher (or start
an "academic" series of the OSGEo journal), etc. If necessary, I can put
up and running an OpenConf platform to receive the submissions and
support the reviewing process.

For my previous experience, what is really necessary is, soon as
possible, a clear decision from you, that an academic track should
exist.
