Cameron, I do not think that the FOSSGIS crowd will readily switch to an English language version, having it in German language makes things a lot easier for the local committees. Basically for a FOSS4G cookbook it would just need a team of a few people to sit down for a weekend and compile it into a concise and somewhat more linear context than it is now. This is btw exactly how the FOSSGIS handbook came to be. I imagine something in the order of a short "cook sprint" for FOSS4G. My experience is that it would be a lot more efficient to do this in a face to face meeting instead of only hacking away at a Wiki from diverse remote places. A selection of former Local Chairs, Jeff and the odd interested participant come to mind. But this would need a place to meet and folks to travel which again makes it more complicated...
