[Foss4g2012] Concerns on FOSS4G 2012 (Academic Track)

Dear All,

Thank Kobben and ICA for their great efforts on a possible multi-year deal
for publishing in TGIS. We, all working for OSGEO, thank John Wilson and
TGIS very much for their past and present strong support to the foss4g
academic track. It is very kind of an IEEE fellow here to help contacting
IEEE for the publication of those good quality papers without being
accepted for a journal, so we still need some time, but not so far.

This year the publication issue comes a little earlier. In past events,
these works were often done during paper reviewing time, and it was Dr.
Helena and several other key persons who helped reviewing and contacting
journals like TGIS and Applied Geomatics with or without a title of
scientific committee. The committee members changes every year, but several
persons always are there to take care the track for many years.

The academic track in 2010 was ever co-organized by the Commission on Map
and the Internet of ICA, but now another Commission comes to take care, so
I feel a little bit puzzled too. Anyway, it is good that so many people
contribute to open source gis. If ICA could continue exploring some new
publication sources e.g. international journal of geographic information
science, meaning more publishing slots for our accepted papers, it would be
very interesting for osgeo to attract more gis researchers from
universities and research institutions.

The LOC will give a very short draft of committee chairs and members about
academic track, and circle it for further recommendations among those who
have been deeply involved in open source gis development or advocation in
the past foss4g conferences and its predecessor events (GIS-GRASS users or
Mapserver conferences a long time ago). I will let you all be informed.
