[FOSS4G2016] update 20.04.2016

Dear Jeff,

thanks for that hint - for this event funding from OSGeo is not 
necessary, as rooms and food are covered by FOSSGIS already ;-)

But in general it's a good thing, that OSGeo also has a funding program. 
This is what i didn't know so far. Maybe bboth sides (FOSSGIS and OSGeo) 
may learn from each other, unfortunately our funding guidelines are in 
german only:

I'll have a look at the OSGeo side.
