[FOSS4G2016] new face in Loc Orga team

Hi FOSS4G-2016 team (and listeners),

I want to introduce you a new face to our orga-team, not already
mentioned in our proposal.

Carmen Tawalika wants to support FOSS4G 2016 organisation and agreed to
take the chair of the local workshop organizer.

Her first job will be to scan all possibilities in Bonn for renting
workshop rooms.

In order to help her, especially with the technical stuff and also to
support Volker from the program team, I want to contact former teams in
order to get in contact with "workshop chairs" and gather some of their
experience.

I am very happy and glad, that this very important position has a face
now and I am sure, that Carmen will do an amazing job.
