[FOSS4G2016] CfP open data & disaster management

I added a stub for the disaster management CfP (containing some  ideas,
persons, orga's) thus also to be used in our hunt for keynote speakers.

I also added a text proposal for the open data CfP (@Codrina: not knowing
whether you already created a text for this). Feel free to read & adust.
