[FOSS4G2016] meeting today / Topic Talks / Key notes / more distributors

Hi LOC,

we just had a meeting in the german federal office for disaster 
management (BBK) with representatives of BBK, Univ. of Bonn, UNOOSA, 
UNSPIDER, BICC and DLR (German Aerospace Agency). Topic was, that they'd 
like to fill two of our topic talks and also will connect me to a guy 
from EU's Copernicus mission for a keynoter.

Also BICC (around 5k adresses) and UNSPIDER (2k Adresses) offered to 
publish our call for paper via their email distirbutor. I think this is 
a great opportunity to reach out more people from neighboured 
communities, that are normally not in the core focus of a FOSS4G.
