[FOSS4G2019] OSGeo 101 workshop at FOSS4G 2019

I have starte repo at github

https://github.com/GISMentors/osgeo-101

it can be moved to /osgeo organisation, once it's done

it's using sphinx-doc, if I understand that correctly, integration
with OSGeoLive should be easy in the future
