 When using the zoom window tool in a map with a World-Miller coordinate
 system, the resultant zoom window is the correct size, but not in the
 right place.  In addition, using the Overview Map in this scenario and
 placing the current map window in a new location yields inconsistent
 results.  Load the attached package and then open the SCDOE map.  The
 SCDOE_standard map is a normal layout and this problem does not exist.
