 This is data from a client and configured as they had it setup in their
 old site.  You're right, the map coordinate system does not look correct.
 But, changing it to LL83 and the map and overview map still exhibit the
 same problems.  It seems that the zoom functionality would be independent
 of the coordinate system assigned and would work consistently with a map
 relative to itself.  Could it just be some zoom rectangle bounding box
 coordinate rounding issues since the scale is very small in this case?
