 1) Create a layout based on the Sheboygan sample data

 2) Zoom in and out repeatedly using the mouse wheel (this seems to happen
 when the parcels layer is visible)

 An error pops up: '0' is null or not an object. The response detail in the
 error message shows !FeatureInformation in JSON format.
