 QA can still reproduce the defect by unplugging network. The error dialog
 is as the attached image (ErrorMsg.JPG) shows. [[BR]]
 This is different than stopping MapGuide server. If stop MapGuide server,
 and MgConnectionFailedException returned, and there is user-friendly
 message.
