 This behavior only seems to happen for the task pane. Dragging over the
 legend or selection panel works correctly. Also, if no page is loaded in
 the task pane, it also works. So it appears that the iFrame loaded in the
 task pane is grabbing the drag events, and they are not making it back to
 Fusion. I talked to Paul Spencer about this, and it is his opinion that
 this should be addressed in the Jx library code.
