 Report from Autodesk QA.

 Steps:
 1. Load the attached package.
 2. Open the flexible web layout named 2scaleRange by IE.
 3.  Theme -> name it Scale1, and select 0~1000000 as scale range, Apply.
 4. Theme-> Name it Scale 2. and select 1000000~Infinity as scale range,
 Apply.
 5. Zoom in till Scale>1000000

 Results:
 The Themed layer, Scale1 still displayed.

 Expected results:
 Once out of range, the layer shouldn't be displayed.
