 1. open Chrome, and visit a fusion map (e.g
 http://10.148.202.114:8088/mapguide2012/fusion/templates/mapguide/slate/index.html?ApplicationDefinition=Library://Samples/Sheboygan/Layouts/fusion1.ApplicationDefinition)
 2. click 'Pan' button

 result:
 the mouse is not a hand icon

 expected result:
 the mouse is a hand icon

 note: the icon for 'Zoom Rectangle' is not correct either. it should be an
 icon like magnifier
