#417: Base layer for MapGuide will not be shown if SingleTile is set to be true
in application definition

 If a MapGuide map has base layer but the SingleTile is set to be true, the
 base layer will not be shown.

 It doesn't make sense to set SingleTile to be true when map has base
 layer, so we should ignore setting in applicaation definition in this
 situation.
