 Load a trunk fusion template (I used Slate) using any tiled map definition
 (eg. Sheboygan tiled map)

 No tiles are rendered. The legend does displays the layers and groups.

 In the little debugging that I've done, somewhere in fusion is sending the
 wrong zoom scale to the OpenLayers.Layer.MapGuide
