Comment:

 I am unable to reproduce this using the Sheboygan dataset and Bing layers
 (they line up perfectly for me).

 Make sure the the map you are trying to overlay uses the World spherical
 Mercator coordinate system.

 Can you please attach a MapGuide package for the SDF layers you are
 overlaying, the only MapGuide data I have to test with is the sheboygan
 dataset.
