#513: the mouse is still in 'measure' mode after user swtich task from Measure to
Redline

 steps to recreate:
 1. Open a flexible weblayout in browsers
 2. Click 'Measure' button. now the mouse is in drawing mode
 3. Click 'Redline' button to trigger redline task
 4. New a redline, add it to map and edit the redline
 5. Try to draw a point as redline

 result:
 after the redline point is drawn, the mouse is still in measure mode.
