 Using the Measure Widget, if the user clicks the Tasks Home button and
 clicks "Stop" at the top of the map, when they return to measure, the Pan
 or Select tools are still activated while measuring.  This causes the
 underlying data to be selected during a measure or the map to pan while
 measuring...
