Andy, 

I am continuing to develop OGR. A DGN reader (and perhaps eventually writer)
is underway at this time. I am doing work to track recent developments in
the area of OGC coordinate transforms (projections) efforts.

I haven't done C bindings for the OGRFeature/OGRGeometry/OGRLayer family of
stuff (though I have for the OGRSpatialReference classes). You are welcome
to implement them.
