what about a rapid 1.2.0 (with it's own cvs branch for fixes) and then start a 
big restructure marked 2.0.0?

there are so many new features and fixes in current cvs that many applications 
would benefit now. and the only non-backward compatible change for 
applications is the -lgdal.1.1 -> -lgdal transition (easily handled using 
'gdal-config --libs'). 

and next you can concentrate on big API changes thus bumping the major version 
number seems needed anyhow.
