Hisaji,

I haven't really thought through how this would work yet.  My first goal was
to make the capabilities available in C++ and Python so that specific tools
could be built if needed.

I would like to provide a variation on the -spat (spatial subsetting)
switch which allows any relation and an arbitrary geometry.

Do you have specific thoughts on what additional capabilities you
would like to see?
