Daniel,

The open source OGDI kit at ogdi.sf.net includes support for DTED, ADRG,
and pretty much any VPF or RPF product.  Of course there are many VPF
products (such as VMAP0, VITD, ...) and RPF products (such as CADRG, CIB,
...).

There may also be OGDI drivers available from commercial vendors.
