I'm actually now considering mapscript with the gdal api for an
all-in-one solution. I'll post any solution I come up with.

Depending on how complex you need things to be, that would work fine -
you could also use MapServer to do all kinds of "annotations" and then
create GeoTIFF output.  You could do that through the mapserv CGI or
using shp2img.

Anyone have any suggestions for writing text into GeoTiffs? 

I'm considering using imagemagik to create a image with just the text
and transparent everywhere else then gdal_translate translate to add
gcps and gdalwarp to overlay the text on the output GeoTiff. 

Are there any other approaches?
