Eric,

OK, i have applied a variation on your FIPSZONE
support, and also corrected the problem you encountered
with NAD83 state plane zones with feet units.   The
changes are in CVS.   If it is convenient for you, i would
appreciate it if you could grab the daily snapshot tomorrow
and try out gdalinfo on your dataset to verify the corners
are right in lat/long now.
