I'd recommend you take a look at MapServer, which does that job very
well.  In particular, you can use the OGC WMS interface with MapServer
as your WMS server and your client software retrieving such images with
simple HTTP GET requests.

Another question comes to mind related to dynamic data importation.

 

Does an Open Source tool already exist that, assuming data and image
availability, can be queried to return a M Km. by N Km. image and
elevation data set base at latitude (lat) and longitude (lng)?

 

This also assumes that the source images may be larger than the desired
image size or that the desired image may be split across multiple source
images.

 

I hate to spend time developing something that already exists.
