Sorry for the hassle.  The directory is apparently 
/usr/local/lib/gdalplugins, not /usr/local/lib/gdal_plugins. 

It is documented deep in the api ref docs at:

  http://www.gdal.org/classGDALDriverManager.html#a8

However, I clearly need better user level plugin documentation.
