FX,

Folks have had some success with the free Microsoft compiler as well
as the OpenWATCOM compiler and a few others.  But they are all likely
to give you quite a bit of heartache.

As Bart mentions, the FWTools 0.9.6 for win32 includes Postgis support 
though there might be some compatibility problems with it and the PostGIS 1.0.
