[Gdal-dev] GDAL 1.3.1 Alpha 2 Released

I built 1.3.1 Alpha 2 on MSVC 7.1, and it went fairly smoothly.  I updated
the project files (just added a few new modules) and those updated files are
here:
http://vterrain.org/dist/gdal131_vc71.zip

The exiciting thing for me in this release is CPLCleanupTLS().  Sure enough,
when i call this i get a clean leak-free exit from my app!  No more hunting
through memleaks trying to figure out which are which, as with gdal 1.3.0.
