[Gdal-dev] Bindings work

I've been going to through the bindings to make new and better docs for 
the Perl bindings. This is not yet complete but almost. I've come across 
some bugs and fixed them. I think those responsible for other language 
bindings should check if these apply:

- in Band.i: GetStatistics was not returning the statistics, I also 
added a new (very simple) typemap IF_ERROR_RETURN_NONE to not to return 
the (not needed) error code with the statistics

- in osr.i: the GetProjectionMethod* methods (three of them) did not 
work for Perl, I added a bunch of apply typemaps but only for Perl

I'm preparing the docs for the Perl bindings in Doxygen, using heavily 
modified doxygenfilter - mainly to be able to write the docs outside the 
*.pm files. I'll add the source code to the CVS but, as said, vanilla 
doxygen does not work with them. I'll put the docs here:
