Salah,
That's just the standard libpng library.  It is one of several dependencies
you'll need to build GDAL.  Have you read the build instructions at
http://vterrain.org/Distrib/gdal.html

I have downloaded gdal solution, and appended the libraries and include file
direcotories . but when i try to build gdal it give me this message
 
gdal fatal error LNK1104: cannot open file 'libpng13.lib
