LizardTech's public SDKs do not support it yet, sorry.

Obviously a progressively streaming protocol like JPIP involves more
than just a "fill this buffer with pixels" sort of API, so wedging it
into GDAL's model would probably require some acrobatics.

(In other, related news, LizardTech is leading the current OGC OWS
effort to make JPIP -- and GMLJP2 -- a supported format for WCS.)
