Is PGeo driver listed after you run:

ogrinfo --formats?

I'm not sure but most likely this PGeo driver is not built into GDAL
shipped with MS4W.
I have never used MS4W, so I'm not sure.

AFAIK, MS4W in version >= 1.5.3 includes PGeo driver (see MapServer
lists archives):
