[Gdal-dev] GDAL/OGR In Other Languages

Folks,

I have added links for all languages in which GDAL/OGR is supported in the
wiki (and on the main GDAL page).  This includes writing stub topics for
the CSharp, Java and Ruby bindings in the wiki.

I'd like to encourage the users and maintainers of the different languages
to flesh these out somewhat as time permits to give new visitors more material
to get started on.
