[Gdal-dev] New builder for stable branch

Hi,

I added new builder to the GDAL Buildbot instance: telascience-stable

http://buildbot.osgeo.org:8500/telascience-stable

This builder is dedicated to build current stable branch
(ATM, it's branches/1.4).

It's configured to run incremental builds, the same way as -quick
builders work.


It's also possible to build branches using -quick and -full builders,
but it takes long time, because Buildbot has to remove current source
tree, do fresh checkout and then run complete build.

Having a dedicated builder the process of testing stable
branch is much shorter.
