[Gdal-dev] Motion: Adopt RFC 15 (Band Masks)

I have slightly adapted RFC 15 and would now like to start a vote
for it's adoption.

I have a preliminary working implementation of pretty much everything in
the RFC except for gdalwarp changes, and the GRASS driver changes.
