I just built mapscript (4.10) python (2.5) without any const char  
errors.  According to the swig header, mapscript uses SWIG 1.3.21,  
while GDAL uses SWIG 1.3.29.  So I'm not sure the SWIG version is the  
real problem, unless mapscript is cleaner.
I just found the py25ng files from bug 1379.  That builds without  
errors.
