[Gdal-dev] Motion: Add Peng Gao as a commiter

Let me clarify a bit, so people don't get this wrong. I have nothing 
against ESRI and they will bring in a lot of experience to the project.

I just wanted to know if they have plans to take an active role and 
submit drivers for their formats.
