[Gdal-dev] Motion: Promote GDAL 1.4.0 RC1 to be GDAL 1.4.0 Final

All of the changes I have made was reverted so GDAL 1.4.0 RC1 contains
the current c# version. The primary intention of the recent activity
was to track down some problems at the buildbot but the issues were
solved by environmental changes (Special thanks to Mateusz) .

Some kind of C# specific documentation should also be added, but it
does not affect the current release.

PS: I wonder currently why we have errors at the buildbot, a few hours
ago everything was green.
