georeferenced toporama is available from
http://members.shaw.ca/davepatton/maps.html
they're not free but reasonably priced at $375 for the whole country.

If price is an issue, Dave also has a shareware program called DRGMapCal 
so you can do the georeferencing yourself

If you use ArcInfo I have a humble AML which generates worldfiles from 
an NTS polygon cover (some things hardcoded)
