I can't see why. This is per variable base and it states that time goes before 
level and level before y and x. Your data (and virtually all modelled data) 
follows that convention. One of my variablesis:

short meridional_wind_speed(time, latitude, longitude) ;

and that shows perfectly in mapserver (in grayscale). It should also work for 
your sea surface temperature.
