[Gdal-dev] RFC 12: Improved File Management

Folks,

This is a call for discussion on a new RFC intended to make it easier for
applications to manage sets of files that together form a dataset for GDAL.
After incorporating feedback I hope to call for a vote by mid-week.  I seem
to be in "implement one new RFC per week" mode. :-)
