Motion: Grant commit access for Chrisopher Condit.

Chris is author of the original KML writer in OGR, participated in the
code sprint, has an interest in Python bindings and might even possible
be interested in working on the Java bindings.  Chris has reviewed the
committer guidelines and is prepared to work within them.
