Peter,

Xerces 2.8 is not too recent.
In April, I updated OGR to support Xerces 3.0.0 and I've been
using 3.0.0 as well as 2.7.0 since then without any problems.

Anyway, I'm checking OGR with Xerces 2.8.0 now.
