Folks,

We have been discussing this quite a bit the last few days in IRC and the
consensus seems to be that this RFC is a positive step towards broader
unicode/character set support with the understanding that there are lots of
other details that will need to be addressed one day.

One thing that Andrey mentioned is the ICU project as a possible alternate
back end instead of iconv():

   http://www.icu-project.org/

On review it seems to support (at least most) iconv() character set names
so it seems like it would be pretty easy to switch iconv() out for ICU in the
future if we wanted to.

I'll open voting with a +1.
