[gdal-dev] Motion: Add Even Rouault to GDAL PSC

Folks,

Even Rouault has been an amazing contributor to the GDAL project for the last
six months or so, and has shown interest in many different aspects of the
project and demonstrated a good understanding of project functioning.  Based
on his substantial contributions, I would like to include him in the project
steering committee.

Motion: To add Even Rouault to the GDAL PSC.
