Bill,

I'm not sure why you think ogr2ogr doesn't do this.  I have had problems
with the OGR E00 polygon assembly.  If that is the issue, it is helpful
to use the avcimport tool to convert the e00 files to binary coverages
first, and then use ogr2ogr from that.
