[gdal-dev] Using Ticket status request

Perhaps it's a minor issue, but quite annoying.
I've noticed that many tickets change from NEW to CLOSED without going
through status ASSIGNED.
I'd like to send a request to anyone who works on tickets, please assign
it first, *before* starting any work on that. This way it explicitly
says who is working on particular ticket and helps to avoid doubled work.
Summarizing, IMHO the status history should look as follows:
NEW -> ASSIGNED -> CLOSED
